Best Value and Sustainable Communities

 

Best Value

Blenheim Gardens RMO will ensure all services provided demonstrate Best Value.  The principles of Best Value were introduced by the Government in 2000.  It is aimed at ensuring all council service providers (including Managing Agent’s such as RMO’s) are offering Best Value for the local people in whom they are provided for.  To ensure we are providing services using the Best Value principles, we are required to review our services by

Challenging the way we provide services                                                                                                        Consulting with residents over the services we provide and/or intending to provide                                                  Comparing our service with other organisation who perform a similar service elsewhere                                        Competing against other service providers of the same service to ensure it is offering value in terms of money and performance.

 

How does best value work?

Best Value is a continuous process, through time, looking at each service provided.  It goes through a cycle which first decides whether the service is necessary and if so how it should be provided and to what standard:

  • Decides how service quality should be assessed

  • Assesses the service while it is being provided

  • Reviews the results and decides whether a change is required

It is important that stakeholders are involved in the Best Value Process.  Stakeholders are:

  • People who use and/or received the service

  • The people who provide the service

  • People who pay for the service

  • People who are affected by the service (families, people with disabilities etc)

  • Elected members of the organisation providing the service.

Stakeholders should be involved in the whole process of Best Value.  It is not acceptable for us to make decisions without consulting the stakeholders since the stakeholders should be leading the discussions from which decisions are made. 

Why should stakeholders get involve?

Stakeholders are the users of the service so therefore they are in the best position to determine if the service is effective.  Stakeholders are also in the position to influence who is to provide a particular service.

How do stakeholders get involved?

Stakeholders are able to get involved in the best value process in the following ways;

  • Becoming a board member or member of our residents panel  

  • Becoming a share holder in the organisation

  • Completing surveys and/or questionnaires about the service being provided

  • Attending focus groups and /or public meetings

  • Providing individual input, i.e commenting on the service through discussions (telephone calls, visits to the estate office, by letter etc)

In a general sense we need to ensure we are:

  • Providing services that local people need and want

  • Including service users in the services provided

  • Ensuring a balance between the cost and quality of service

  • Assessing our service from our Residents point of view and consulting with our residents about what services we provide 

  • Comparing the costs and quality of service that we provide with other service providers

Blenheim Gardens RMO is committed to playing its part in creating a sustainable community on the Blenheim Gardens Estate.

What is a Sustainable Community?

Using a definition provided by the (Department for Communities and Local Government), sustainable communities’ are:

‘places where people want to live and work, now and in the future. They meet the diverse needs of existing and future residents, are sensitive to their environment, and contribute to a high quality of life. They are safe and inclusive, well planned, built and run, and offer equality of opportunity and good services for all’

Achieving this vision requires skills – not just skills to build places to live, but skills to bring together the vital components that make up a successful sustainable community.  BGRMO is committed to making the estate cleaner, safer and greener which are vital parts of building a sustainable community.
